Job Description The Department of Defense (DoD) Test Resource
Management Center (TRMC) plays a critical role in support of the
warfighterTRMC ensures that DoD components have the appropriate
test and evaluation (T&E) infrastructure required to research,
develop, field, and maintain military systemsRecently, the United
States has accelerated its efforts to develop air vehicles that
travel at hypersonic speeds (greater than Mach 5 or approximately
3,000 miles per hour)To enable these systems, the TRMC has funded
several major projects and has established a project management
team to modernize hypersonic test infrastructureThe duties
described in this job description are critical to enable the
project management team to oversee the execution of these
projectsThis is a newly established effort and as a founding
member, the ideal candidate would be excited to play a significant
role in creating the team that enables program successOffsite is
possible, however relocation to be based in the national capital
region and work from the TRMC office in the Mark Center in
Alexandria, Virginia is preferredTelework is available PRIMARY
DUTIES & RESPONSIBILITIES:
* Lead the engineering team tasked to draft the technical sections
and/or specifications of the contract documents to ensure
successful construction and operation of hypersonic wind
tunnels
* Lead the writing of contract documents, for instance a
performance work statement PWSEstablish sections that require
content from the various members of the team, working with the
project lead to assign sections, and reviewing drafts and
requesting revisions as needed
* Develop contract documents that are clear and concise, however
not overly constraining to enable the performer to meet the
government's needs in the most efficient manner
* Develop internal processes and maintain procedures for monitoring
the technical performance of the contractor during design,
construction and operation of the infrastructure (ie hypersonic
wind tunnels)
* Work with the program lead, financial, schedule, and contract
specialist to ensure programmatic goals are in sync with technical
goals
* Utilize Microsoft Teams- and SharePoint-based communication and
file management systems
* Follow administrative and sensitive data guidelines.
* Contribute to monthly reports
* Contribute to briefings and memos pertaining to project status
and updates
* Travel approximately 20% of the year to performer worksites to
observe design, construction, and operations
* Other duties as assigned Requirements MINIMUM SKILLS &
REQUIREMENTS:
* 10+ years' of experience with construction and/or operation of
industrial facilities or test and evaluation infrastructure
* Broad familiarity with various MEP (mechanical, electrical, and
plumbing) systems such as; electrical power distribution, high
pressure air generation and storage, compressors, boilers, steam
generation, industrial heaters (electrical, natural gas, methane,
hydrogen, or other), instrumentation and control systems for
industrial processes, buildings for industrial use, water cooling
for industrial equipment (pumps, heat exchangers, etc), hydraulic
systems, gas process handling equipment (valves, piping,
regulators, instrumentation), reliability and maintenance best
practices, operations and maintenance
* Able to review a Level 1 through Level 5 schedule utilizing
Primera P6, Microsoft Project, or other scheduling software with
proper logic ties and critical path recognition
* Familiar with system engineering principles and their application
to project management
* Familiar with system safety, hazard analysis, risk mitigation,
and zero accident work environments
* Demonstrated leadership and management
* Experience managing work in a multi-discipline environment
* Excellent written and verbal communication
* Proficient using Microsoft Office Software including: Outlook,
Word, PowerPoint, Excel, OneNote, SharePoint, Teams--- Creative
problem solver--- Organized and detail orientated while able to
multi-task
* Hard working and efficient and can work without direct
supervision in a fast-paced environment
* Ability to hold a secret security clearance required, TS/SCI
pending mission requirements
* High School Diploma DESIRED SKILLS & REQUIREMENTS:
* Familiarity with gas dynamics, hypersonic wind tunnels or other
test and evaluation infrastructure
* Experience monitoring the performance of a performing industrial
facility construction and operation contractor
* Experience as employee of a contractor performing industrial
facility construction and operation
* Worked on Department of Defense or Federal Government
infrastructure projects
* Interest in learning about high-level hypersonic test and
evaluation concepts and infrastructure in-order to become more
proficient at developing written program documents
* Bachelor's degree SRC IS A CONTRACTOR FOR THE U.SGOVERNMENT, THIS
POSITION WILL REQUIRE U.SCITIZENSHIP AS WELL AS, A U.SGOVERNMENT
