contingent on board approval.The Executive Director - Teaching and
Learning, under the formal supervision of the Chief Academic
Officer, is a key executive position critical to the implementation
of City Schools' curriculum, instruction, assessments, professional
development, and other instructional initiatives. This role not
only oversees the Teaching and Learning Office but also sits on the
Chief Academic Officer (CAO) Leadership Team, collaborating closely
with the Deputy CAO and Executive Directors of Special Education,
Early Learning, and Secondary Success & Innovation. As an
executive-level leader and thought partner, the Executive Director
plays a pivotal role in shaping and advancing all academic
initiatives across the district. The Executive Director will
oversee multiple departments, including Early Learning, Literacy,
Math, Science, Social Studies, Instructional Technology,
Specialized Learning, and Differentiated Learning, ensuring
alignment with the Board of Commissioner priorities, the district's
Portrait of a Graduate, and Goals for effective teaching and
learning in all classrooms.Essential FunctionsRigorous Teaching &
Learning
- Ensures alignment of teaching and learning practices with state
standards and the district's Portrait of a Graduate, with a
strategic focus on the established Math, Literacy, and Graduation
goals.
- Oversees the adoption and implementation of high-quality
instructional materials across all content areas, ensuring they
meet the needs of diverse learners.
- Collaborates with educators to develop and evaluate curriculum
initiatives that promote rigorous academic standards and drive
student achievement.
- Evaluates the effectiveness of instructional programs and
practices, using data to inform decisions and improve outcomes for
all students.
- Gathers and analyzes information, including best practices and
student performance data, to improve the content, sequence and
outcomes of instructional programs.
- Identifies, develops, secures and organizes resources to
support curriculum initiatives.
- Recommends and implements summer learning opportunities for
select students.
- Works collaboratively with the Maryland State Department of
Education (MSDE) on matters related to relevant policies,
curriculum and instruction.Collaboration with District Offices
- Engages with a wide range of district offices, including
Schools, Achievement and Accountability, Continuous Improvement,
Family and Community Engagement, Finance, Legal, Special Education,
and Secondary Success and Innovation, to ensure coherence in all
district initiatives and priorities related to Teaching and
Learning.
- Partners with the Deputy CAO and Executive Directors to advance
academic initiatives, ensuring cohesive strategies among various
Academics offices and departments.
- Works closely with the Director of Professional Learning on the
planning and implementation of systemic professional learning that
increases knowledge and contributes to student achievement.
- Coordinates with the Office of Achievement and Accountability
on district assessments.
- Serves as a resource to the Chief Executive Officer, Chief
Academic Officer, the Cabinet, and other members of the central
office staff on matters related to teaching and
learning.Responsiveness to Schools
- Maintains a customer-service approach in working with
school-based educators and school leaders, providing guidance and
support tailored to their unique needs.
- Collaborates with principals and instructional leaders to
identify challenges and develop solutions that enhance teaching and
learning in schools.
- Fosters strong relationships with school staff, ensuring open
lines of communication and a collaborative environment for ongoing
improvement.
- Creates proactive systems for gathering feedback from schools
to inform district-level policy and practice related to teaching
and learningOperations Responsibilities
- Leads policy development initiatives related to teaching and
learning, ensuring alignment with district goals and compliance
with regulations.
- Oversees procurement processes and manages contracts to support
instructional initiatives and resource allocation.
- Manages grants and partnerships to secure funding and resources
that enhance educational opportunities.
- Ensures oversight of audits, budget preparation, and financial
management for the Teaching and Learning Office, ensuring
accountability and efficiency in resource utilization.Supervision
Responsibilities
- Provides appropriate supervision, mentoring, and professional
growth and development opportunities to assigned staff. Such
responsibilities include staff performance reviews and the
development and implementation of professional growth plans to
include keeping abreast of current developments, literature, and
technical sources of information.
- Evaluates the performance of select staff in the Teaching and
Learning Office.ACCOUNTABILITIES
- Oversees budget for the division of the Teaching and Learning
Office.
- Provides professional and courteous service to all City
Schools' clientele to include employees, parents, advocates, and
community and agency representatives.
- Supervises, mentors, and provides professional growth and
development opportunities to assigned staff.
- Meets established goals and objectives for allocated projects
within designated timeframes.
- Performs and promotes all activities in compliance with equal
employment and nondiscrimination policies; follows federal laws,
state laws, school boards policies and the professional
standards.Maximum Salary 255878.00Minimum Salary 158577.00Desired
Qualifications
- Master's degree in education or closely related field. Degree
must be from an accredited college or institution.
- Eligible for Maryland State Department of Education
Administrator I Certificate; Assistant Superintendent Endorsement
preferred.
- Five years of leadership experience in a public education
setting; urban experience preferred.
- Excellent instructional skills with a minimum of five years
successful teaching experience.
- Thorough knowledge of research-based school improvement designs
and current issues facing urban public education.
- Thorough knowledge of local, state and federal regulations
pertaining to public education focusing on teaching and
learning.
- Experience in the development and presentation of professional
development initiatives.
- Knowledge of current state and national required
assessments.
- Demonstrated ability to analyze assessment and other student
data as a means for making decisions.
- Significant experience with student learning outcomes and
strategies designed to improve student learning.
- Demonstrated commitment to the department team concept and the
overall success of the organization.
- Leadership experience and success in developing and achieving
organizational goals.
- Thorough knowledge of assessment and achievement
initiatives.
- Demonstrated experience in developing school-based
assessments.
- Ability to generate and build effective and successful
relationships.
- Interpersonal skills that ensure effective team building.
- Proficient verbal and written communication skills.
- Proficient in the use of technical computer applications,
