Position Description
The Deputy Program Manager (DPM) will assist the PM in managing the contractor processes that enable performance under the contract. The DPM will report directly to the PM and coordinate on the behalf of the PM with the Contracting Officer (CO), Contracting Officer's Representative (COR), and Government Technical Monitors (GTMs). The DPM is critical to the overall success of the contract.

Responsibilities

  • Serves as back-up focal point for all contractor functions that pertain to performance under the task order.
  • Acts on behalf of and with the knowledge of the LTE assigned PM
  • Supports, develops, guides, and implements PM draft and approved policy, procedures, and methods
  • Coordinates Human Resources opportunities, concerns, issues, and incidents that have a direct impact to the performance of the contract with LTE, ensuring responsiveness to requests for leave, pay, recruitment and retention issues for employees.
  • Coordinates with security to meet all contract security clearance requirements.
  • Supports the PM on program budgeting and contract reporting requirements.
  • Ensure compliance with contract policies, procedures, and practices.
  • Quality management throughout the duration of the Task Order and for supporting and implementing the Quality Management Plan, ensuring all tasks, processes, and documentation are compliant with the plan.
  • Ensuring all quality standards and quality control activities are met throughout the Task Order
  • Communicating and tracking all quality standards to LTE's PMO and Program Manager.
  • Participating in work definition, sequencing, duration, and resource estimating; review and validate the proposed schedule and perform assigned activities once the schedule is approved.
  • Other duties as assigned.

    Education/Experience
    • U.S. Citizen
    • Bachelor's degree minimum. Master's degree preferred.
    • Recent (5 years) Demonstrated experience coordinating HR and/or recruiting needs.
    • Must have at least 10 years of professional experience.
    • Must have at least 3 years of experience supporting government programs/contracts.
    • At least one-year prior experience as a program manager or as a management analyst supporting a government program/contract.
    • Demonstrates experience in planning, evaluating, analyzing, and implementing government contract requirements.
    • Demonstrates communications, organizational and coordination attributes.
    • Demonstrates proficiency in Microsoft Word, Excel, and SharePoint skills.
    • Ability to function effectively in complex situations with multiple stakeholders.
