P E Systems is looking for a dynamic VP of Business Development to lead our efforts throughout the government and DoD sector.

Since 1971, P E Systems, Inc. (PES) has been providing professional systems engineering and acquisition management services. The firm has developed strong core capabilities in systems engineering, specialized acquisition support, and communications interface programs through provision of technical, program management and systems acquisition support as both a prime and subcontractor. This position is responsible for Business Development efforts throughout the Company. Responsibilities listed below are essential to the satisfactory performance of this position, with reasonable accommodations, if necessary. Work responsibilities may vary, depending upon assignment.

This position requires application of extensive knowledge and proven successful performance of business development activities and initiatives relating to the sale of professional services in the commercial, DoD and other Federal Agency sectors, including identification, pursuit, development, expansion, and capture of new business opportunities across the company.
Develops and maintains the company pipeline giving insight as to the status of all qualified and unqualified opportunities and proposal activities for the Company. Provides regular updates to senior management on business development opportunities as well as marketplace and industry trends.
Possess thorough knowledge of the acquisition process and areas relating to acquisition policy matters including performance-based contracting, acquisition streamlining, manning, best practices and lessons learned.
Maintain, cultivate, and develop business relationships with current and potential clients, to add value to or enhance team formation. Must be very familiar with the contractor communities within designated area of operations.
Perform frequent contacts, visits, meeting attendance, etc. with government program offices, supporting government offices, other contractors, and business partners - preparing and providing professional presentations as applicable.
Responsible for ensuring the effective operation and structuring of new business capture processes within the company.
Works with appropriate personnel to develop price to win strategies.
Investigates expansion into non-DoD and Federal business base.
Creation of long-term value for the organization from customers, markets, and relationships in accordance with the Company's strategic plan.
Must be experienced with the processes, procedures, and organizations within U.S. government customer organizations.
Strive for early engagements, maximizing ability to mold and inform potential clients and partners decisions.
Develop a keen understanding of the projects and people that exist across the whole of the company and leverage this knowledge to establish a best athlete approach to customer and industry engagements.
Possess and exhibit clear, concise, professional interpersonal/communications skills (written and verbal) as well as the ability to establish and maintain professional working relationships in order to work effectively with company personnel at all levels, the customer community (including military, government civilians, contractors, etc.); teammates/subcontractors; vendors, etc., to ensure the successful growth of the company.
Must interface with both senior company and customer staff in a candid, professional manner while ensuring that performance is always loyal to and aligned with the objectives of the company, and that all actions are conducted with the highest ethical standards of integrity and honesty.
Must possess the ability to discern, define and resolve problem areas, and effectively identify courses of action, evaluate alternatives, and make accurate decisions for successful completion of actions.
Able to adopt new and innovative approaches to target audience engagements and marketing
Be active in industry organizations to further the companies name recognition and messaging
Assist in the development and revision of business development related processes as needed for process improvement.
Follow all policies and procedures as described in corporate manuals and directives, etc., including approved processes of the Organizations ISO 9 Quality Systems Manual (QSM).
Perform occasional travel to company, contractor, and customer sites, as required (see Working Conditions below).
Attend work each day during scheduled work hours, unless on approved travel or time off.
Work flexible hours in accordance with senior management expectations and exempt employee guidelines.
Carry out other duties as may be assigned.

The candidate must possess a broad educational background commensurate with executive management needs and sufficient to provide evidence of a satisfactory level of knowledge and capability.
This position requires a Bachelor's degree in a Management or Technical field or related area. Graduate studies in relevant disciplines are desired.
At least 15 years of relevant business development working experience in areas relevant to service type contracting and specifically Systems Engineering and Technical Assistance (SETA) opportunities. Working knowledge of the nuances between military and civilian operations and the program management, acquisition management, quality management, acquisition strategy development, source selection activities, SOO/SOW/PWS development and an extensive working knowledge of acquisition methodologies that exist between them.
Must be a self-starter, able to work independently and have excellent interpersonal skills.
Must have experience in the development and presentation of a company pipeline and experience using GovWin in support of identifying, nurturing, and capturing opportunities.
Must understand PGO and PWIN methodology and be able to articulate and defend calculations contained in the company pipeline to senior leadership.
Familiarity with effectively capturing efforts against multiple award contract vehicles of Oasis, RS3, and/or Seaport NxG
Experience in developing, writing, and producing competitive support services proposals is required.
Must be able to obtain and maintain a government clearance at the appropriate level if required for the positon.
Must possess and exhibit working knowledge of Word, Excel, PowerPoint, and other software packages as applicable to satisfy job requirements.
