FUNCTION:

Provides vision, leadership and management consistent with PHILLIPS values and service orientation for the Annandale School, ensuring effective, efficient operations.

RELATIONSHIPS:

      DUTIES:

      1. PROGRAM MANAGEMENT

      1.1 Implements sound, research-based curricula and special education models throughout the school program.

      1.2 Ensures quality of all services through strong educational and administrative oversight and through a systematic quality improvement process that uses data to inform decision-making and drive changes in the program.

      1.3 Builds and maintains an integrated, effective special education service array, including counseling, family support services, speech and language therapy, occupational therapy and other related services as needed.

      1.4 Develops and manages a strong, cohesive staff team within the program.

      1.5 Provides vision, leadership and direct supervision to the school's leadership team as a group and individually.

      1.6 Ensures effective, efficient processes for all school functions, including:

      - Staff recruitment/training/credentialing/supervision/evaluation

      - Student referral & admission and classroom assignment

      - Safety of facilities, program, staff, and students

      - Understanding public health concerns and addressing it within the program

      - Transportation for students 69

      - Curricula selection and implementation

      - Graduation and transition planning

      - Career preparation

      - Related services delivery

      - Behavior management/crisis prevention and intervention

      - Reporting of pupil progress

      - Regular, systematic review of instructional programs to include observation and team meetings and to provide direction to teachers regarding appropriate goals, materials, techniques, and general instructional issues

      - IEP process, progress reporting and placement recommendations

      - Transcript maintenance and all student information record keeping

      - Materials inventories

      - Diagnostic test administration and identification of students requiring more extensive assessment and/or services

      - Productive communication with local education agencies and state education personnel

      1.7 Builds and maintains a climate of student acceptance, providing services that are sensitive and responsive to the unique cultures of PHILLIPS - Annandale students and their families.

      1.8 Develops and supports a Parent Advisory Group.

      2. STAFF MANAGEMENT

      2.1 Recruits and hires competent, credentialed staff that demonstrate PHILLIPS values and fit well on the Annandale school team. Oversees teacher certification process of educational staff.

      2.2 Creates and maintains an appropriate staffing structure with roles well delineated for each program function, and ensures adequate coverage for all program functions, including representation on PHILLIPS committees/projects.

      2.3 Ensures adequate training, regular supervision and job performance monitoring for all school staff, including completion of timely annual evaluations and regular, systematic feedback on job performance.

      2.4 Builds and maintains a diverse workplace that feels welcoming to all staff, with a focus on culturally competent service delivery.

      2.5 Establishes conditions under which all staff has appropriate and reasonable opportunity to give timely input.

      3. ADMINISTRATION

      3.1 Ensures program compliance with applicable federal and state laws, regulatory and contractual requirements, and maintains active, positive and responsive relationships with public agency licensing, contracting and referral staff.

      3.2 Develops sound budget annually for PHILLIPS School - Annandale, and for other projects/programs developed and implemented through the school at Annandale, projecting revenues to cover all anticipated program expenses.

      3.3 Oversees budget monitoring, ensuring that programs operate at or better than bottom-line and line item budget projections, identifying, reporting and correcting budget problems quickly and effectively.

      4. COMMUNITY LEADERSHIP

      4.1 Advocates for the needs of students and their families through community education and both formal and informal advocacy. Participates actively in groups and initiatives that advance the state of knowledge or improve the service delivery system.

      4.2 Represents PHILLIPS Programs in the local, regional, national and professional community to effectively promote the PHILLIPS mission and values. (VAISEF)

      4.3 Contributes positively to the PHILLIPS community through collaborative relationships with other directors and active leadership of organizational initiatives.

      4.4 Serves on Directors Committee and other committees as assigned.

      5. OTHER

      5.1 Maintains professional credentials (licensure, certifications, etc.), and continually builds knowledge and skill competencies in special education, school administration, research & evaluation and community outreach.

      5.2 Performs other duties as assigned.

      Qualifications

      EDUCATION AND CERTIFICATION REQUIREMENTS:

      Graduate degree in special education or a related field; valid state professional certificate as a special education supervisor or special education principal, or a valid state professional teaching certificate in special education; 10+ years experience working in educational settings with children & youth with emotional/behavioral problems, and with families of children with disabilities; 5+ years classroom teaching experience, preferably in special education setting; 5+ years experience supervising teachers and other special education professionals; demonstrated commitment to mission-driven, strength-based services; demonstrated belief in the power of families to help children succeed and a profound respect for the cultures of others.
