Principal HR Officer, Head of Talent AcquisitionThe Asian
Infrastructure Investment Bank (AIIB) is a multilateral development

Resources Department (HRD) is responsible for the development and
implementation of AIIB's human resource strategies, policies, and
programs to attract, hire, develop and retain talents. HRD also
provides advice on Human Resources and Corporate Culture-related
issues to ensure that all relevant policies and actions are aligned
with, and supporting the realization of AIIB's mission, vision,
corporate culture, Corporate Strategy and business goals,
specifically in the areas of strategic staffing, talent management,
change management, organizational and performance management,
succession planning, training and development, compensation and
benefits, and recognition and rewards.The Principal, Head of Talent
Acquisition is responsible for developing and executing a strategic
talent acquisition and internal mobility framework aligned with the
organization's long-term goals. They will leverage AI, data
analytics, and automation to enhance recruitment efficiency and
candidate experience. Key responsibilities include designing
innovative sourcing strategies, strengthening employer branding,
and fostering partnerships with global recruitment firms and
academic institutions. The role ensures inclusive hiring by
embedding D&I principles and mitigating biases. They will help
maintain operational excellence through KPI monitoring, budget
management, and continuous optimization of hiring and talent
mobility processes.Responsibilities:Strategic Talent
Acquisition
- Develop and execute a forward-thinking talent attraction and
acquisition strategy that aligns with the organization's Corporate
Strategy, long-term growth goals and anticipates future talent
needs to support long-term growth and global expansion.
- Lead the transformation and digitalization of recruitment
processes, leveraging AI, data analytics, and automation to enhance
efficiency and candidate experience.
- Introduce innovative sourcing channels and best practices to
attract a highly skilled, diverse workforce to meet the evolving
needs of the organization.
- Oversee the adoption and optimization of advanced HR
technologies, including Applicant tracking system (ATS) platforms,
predictive analytics, and AI-driven talent identification to
support recruitment.Internal Talent Mobility
- Champion internal talent mobility, collaborating with Learning
& Organizational Effectiveness to identify high-potential internal
talent for critical roles and long-term leadership needs.
- Collobarate departmentally for the formation of internal talent
mobility framework.
- Enhance career progression opportunities, embedding internal
talent mobility and succession planning into the recruitment
process.
- Drive efficiency in internal mobility, including the
introduction of tech-driven career development tools ensuring a
seamless, data-informed process for employees seeking career
advancement within the organization.Talent Attraction
- Strengthen the institution's reputation as an employer of
choice, ensuring it is recognized for its inclusive and dynamic
work environment.
- Lead global employer branding campaigns, leveraging digital
platforms, partnerships, and industry events to enhance
visibility.
- Oversee building and sustaining partnerships with international
recruitment firms, academic institutions, and professional networks
to establish talent pipelines.Diversity & Inclusion Advocacy
- Embed DEI principles into talent acquisition and internal
mobility strategies, ensuring inclusive hiring and career
progression opportunities.
- Collaborate closely with internal stakeholders, including
senior leadership, and departmental heads, to foster an inclusive
recruitment culture and mitigate biases in hiring, promotion, and
internal mobility processes.
- Leverage data-driven insights to continuously evaluate and
enhance DEI initiatives, ensuring equitable hiring practices and
fostering a more inclusive environment for all
employees.Operational Excellence & Results-Driven Execution
- Lead, inspire and mentor a high-performing Talent Acquisition
team, fostering a culture of collaboration, innovation, and
accountability.
- Establish and monitor KPIs and success metrics to evaluate
recruitment and internal talent management effectiveness,
optimizing processes.
- Optimize talent assessment methodologies to ensure the
identification of top-tier candidates and internal talent, aligning
with organizational values, long-term strategic goals, and culture
fit.
- Manage the Talent Acquisition and Talent Management budget,
ensuring cost-effective and impactful hiring and internal
development strategies.Requirements:
- Minimum 10-15 years of progressive HR leadership experience in
an international organization or multinational corporation, with a
strong focus on strategic talent acquisition and workforce
planning.
- Proven expertise in executive-level talent acquisition,
employer branding, and talent strategy, with a track record of
delivering high-impact hiring solutions.
- Exceptional written and verbal English communication skills,
with the ability to influence and engage internal and external
stakeholders.
- Strategic mindset, business acumen, and ability to anticipate
workforce trends and adapt hiring strategies accordingly.
- Strong executive presence and cultural intelligence, with
experience leading diverse teams in a global, multicultural
environment.
- Ability to operate in a fast-paced, high-pressure environment
while managing multiple priorities and navigating ambiguity
effectively.
- Proven leadership in talent development, team mentorship, and
stakeholder management to ensure alignment between business
objectives and HR strategies.
- Uncompromising integrity, discretion, and ability to handle
sensitive HR matters at the executive level.
- Master's degree in HR management, Organizational Development,
or related fields; additional certifications (e.g., SHRM-SCP, CIPD,
