Job Summary ASSIGNMENT DESCRIPTION: ContractSpecialists plan and
manage acquisitions to procure a variety ofproducts and services
for NGA. They interact with customers todevelop and implement an
acquisition strategy, solicit and evaluateproposals, and negotiate
and award contracts. They also administercontracts, including
monitoring contractor performance, preparingmodifications,
resolving problems, and terminating and closing outcontracts. They
may also hold a warrant that would authorize themto obligate the
Government subject to the limitations expressed ontheir warrant.
Additional Job Information ADDITIONAL INFORMATION:The Office of
Contract Services (OCS) provides innovative businessstrategies,
agile contracting solutions, and develops andimplements acquisition
policy to enable NGA to provide geospatialintelligence to the
warfighter and policy makers in support ofnational security. OCS
strategically transforms NGA businesspractices by utilizing
innovative contracts, grants, purchase cardand other transactions
on a timely basis and at the best valuewhile maintaining the
public's trust and fulfilling public policyobjectives. OCS has a
highly skilled, motivated, and engagedworkforce that provides
critical mission support. This position iseligible for a
RECRUITMENT INCENTIVE: The selected candidates maybe offered a
recruitment incentive as part of the offer ofemployment, based on
budget availability. To receive the incentive,the selected
candidate must sign a service agreement for up to 2years depending
on the approved amount of the incentive. If theemployee leaves
before the end of the service agreement, theemployee may be
required to repay a pro rata share amount of theincentive to the
government. OCS seeks applicants with the depthand breadth of
contracting experience in a wide range ofacquisitions for supplies,
services and other support to providecreative solutions in
fulfilling NGA's contracting mission. Theposition(s) supports
numerous customer organizations across theagency. The selected
candidate(s) will provide business advice andall contractual
guidance for a variety of requirements.Responsibilities include,
but are not limited to: ensuring thatacquisition activity is
executed ethically, legally, efficientlyand effectively; and in
accordance with applicable Department ofDefense (DoD) policies and
procedures. The individual(s) mustdemonstrate the experience that
is outlined in the MandatoryQualifications. Candidates must possess
s bachelor's degree from anaccredited educational institution
authorized to grantbaccalaureate degrees. Reference the DoD

Officer Warrantat the level commensurate with their pay band and

QUALIFICATIONCRITERIA: For this particular job, applicants must
meet allcompetencies reflected under the Mandatory Qualification

Workingknowledge of the Federal Acquisition Regulation (FAR) and

conductingmarket research. * Demonstrated knowledge of contracting
methodssuch as simplified acquisition, contracting by negotiation
orcommercial acquisition procedures. * Experience with
administeringand monitoring contractor performance for moderately
complexcontracts in collaboration with Contracting
Officer'sRepresentative. * Experience preparing contract
modifications,resolving problems, and/or completing contract
closeouts. *Experience conducting Cost or Price Analysis.
EDUCATIONREQUIREMENT: A. Bachelor's degree from an accredited
educationalinstitution authorized to grant baccalaureate degrees.
Referencethe DoD Qualification Standard for Contracting Positions
forexceptions and waivers. -AND- LICENSES/CERTIFICATIONS: Must
obtainDAWIA Certification in Contracting, as appropriate for the
band,within 24 months of appointment. Once obtained, Defense
AcquisitionWorkforce members must obtain 80 Continuous Learning
Points (CLPs)every 2 years in order to maintain proficiency. Highly
DesiredQualifications QUALIFICATION CRITERIA: In addition to the
mandatoryqualifications, experience in the following is desired:
*Experience utilizing a variety of contract types, including
FirmFixed Price (FFP), Time and Materials
(T&M),Cost-Reimbursement, Incentive, and Indefinite Delivery
IndefiniteQuantity (IDIQ). * Demonstrated exemplary customer
service skills.* Proficiency with standard Microsoft Office Suite,
i.e., Word,PowerPoint, Excel, and Outlook. * DAWIA Level II
Certification inContracting or Federal Acquisition in Contracting
Certification(FAC-C) Level II in Contracting. * Critical thinking
skills toidentify problems and resolutions. Additional Job
Requirements Youmust be able to obtain and retain a Top Secret
security clearancewith access to Sensitive Compartmented
Information. In addition,you are subject to a Counterintelligence
Polygraph examination inorder to maintain access to Top Secret
information. All employeesare subject to a periodic examination on
a random basis in order todetermine continued eligibility. Refusal
to take the examinationmay result in denial of access to Top Secret
information, SAP,and/or unescorted access to SCIFs. Employees with
SCI access andwho are under NGA cognizance are required to submit a
SecurityFinancial Disclosure Report, SF-714, on an annual basis in
order todetermine continued eligibility. Failure to comply may
negativelyimpact continued access to Top Secret information,
InformationSystems, SAP, and/or unescorted access to SCIFs. Pay,
