SummaryAs a Federal Recovery Consultant, the incumbent provides
enterprise-level consultation and assistance to Lead Coordinators
(LC) and Care Management Teams (CMT) within the Departments of
Veterans Affairs (VA) and Defense (DoD). The role involves offering
clinical and non-clinical advice about DoD, VA, other federal
agencies, community resources, and additional support systems for
Service members, Veterans, and their families or
caregivers.Qualifications Basic Requirements
- English Language Proficiency
- In accordance with 38 U.S.C. 7403(f), candidates must be
proficient in basic written and spoken English to serve in direct
patient care positions.
- Graduate of an accredited school of professional nursing,
approved by the appropriate accrediting agency (ACEN or CCNE),
completed at the time of the applicant's graduation.
- OR individuals enrolled in a master's level bridge program in
nursing, having completed coursework equivalent to a bachelor's
degree in Nursing, may qualify to become registered nurses with a
state licensing board prior to completing the program.
- Upon obtaining a State license, individuals may be appointed
temporarily and later converted to a permanent appointment after
graduation from the bridge program.
- For foreign nursing graduates, a current, full, active, and
unrestricted registration is required; foreign education higher
than an associate degree requires formal degree equivalency
validation (e.g., ICD).
- Current unrestricted registration as a graduate professional
nurse in a U.S. state, territory, or the District of Columbia.
- Graduate Nurse Technician (GNT) exception: Candidates meeting
educational requirements but lacking licensure may be appointed as
a GNT on a 120-day temporary basis, extendable up to two years,
while pursuing licensure. All current VHA employees in the 0610
series performing similar duties as of 01/29/2024 are considered to
meet qualification requirements.
- Education and Dimension criteria for Nurse IV include
leadership responsibility, advanced education (Master's or Doctoral
degree in Nursing or related field), and professional nursing
experience.

- The Federal Recovery Consultant (FRC) provides leadership and
manages responsibilities across programs influencing healthcare
delivery, policy, and resource management.
- Collaborates with stakeholders across VA, VBA, DoD, military
services, congressional offices, and non-profits to address
healthcare issues.
- Focuses on improving healthcare effectiveness, efficiency, and
patient-centered care for Service members, Veterans, and their
families.
- Specific duties include developing strategic plans, conducting
healthcare assessments, and providing enterprise-level consultation
for complex care coordination.
- Serves as a liaison among various military and VA entities,
ensuring access to necessary healthcare, rehabilitation, benefits,
and services.
- Oversees high-intensity care management populations and
facilitates communication for process improvements.
- Compensation includes a competitive salary, paid time off,

- Work schedule is Monday-Friday, 8:00 a.m. to 4:30 p.m., with ad
hoc telework options.
